If you call the 888 number, it will be toll-free within CANADA/USA, but you'll likely be put on hold longer.
You can also find international Mastercard Card Services numbers here.
If you call the 613 number, which is long distance, you'll likely be forwarded to a person right away. As long as your long-distance prices are reasonable and you're not with a Bell Long Distance Plan with Network Charge, it's worth your time to call the long-distance number.
